Willis Allen Fisher was the first child of the late in life marriage of William Allen Fisher and Ida Mae Hersberger Wise Fisher. They had both been widowed and through family connections in Indiana met and decided to marry. She was still raising step-children from her Wise marriage plus three of her own. Ida was 40 and William 60. They moved back to his home in Independence township of Nodaway County, Missouri. There they had two sons. About 1910 they moved to Robstown, Nueces County, Texas.
In 1917, Willis at the age of 21 registered for the draft in Nueces County, Texas. How he ended up in the Georgia Provost Guard during World War I is unknown. By 1919 his father had died. Willis met and married a Georgia girl and appears to have made his life there. They were in Hapeville, Fulton County, Georgia in the 1930 census and Auraria Militia district 821, Lumpkin, Georgia in 1940 with no children listed. This time he was listed as Allen W. Fisher and was employed as a carpenter. He had completed two years of college.
